Freezing and defrosting food safely in commercial kitchens
Freezing can extend the usable life of suitable food, but it does not remove food-safety hazards. Commercial kitchens need clear controls for what gets frozen, labelling, frozen storage, safe defrosting, cross-contamination and what happens when equipment or procedures fail.

Why freezing and defrosting need a safe method
Freezing stops most bacteria from growing but does not make unsafe food safe. The controls before freezing, during frozen storage and while food is defrosting all matter.
Food that is only partly defrosted can cook unevenly, leaving the centre insufficiently cooked even when the outside appears ready. Follow manufacturer instructions where food is intended to be cooked from frozen.
Freeze food before its use-by date expires
Where food is suitable for freezing, follow the manufacturer’s storage and freezing instructions. Food with a use-by date must not be treated as safe simply because it was frozen after that date had passed.
For food frozen by the business, use clear identification and date information so staff know what the food is, when it was frozen and how it should be managed after defrosting.
Frozen storage and freezer control
Commercial frozen storage should keep food frozen and protect it from contamination and deterioration. FSA guidance commonly uses around -18°C as the operating reference for frozen food.
Do not rely only on a display without considering whether the equipment and food remain properly frozen. Freezer condition and temperature checks should form part of the kitchen’s wider temperature and maintenance controls.
Defrosting food safely
Planning enough time to defrost food under refrigeration is generally the strongest routine method because it keeps the food at a controlled temperature. Other methods may be appropriate when they form part of a safe procedure, such as microwave defrosting immediately before cooking.
Avoid uncontrolled defrosting that allows the outside of food to become warm while the centre remains frozen. Bought-in ready-to-eat products should be handled according to their defrosting instructions.
Raw food must stay separated while defrosting
Liquids released from raw meat, poultry and fish can contaminate other foods, shelves, containers and equipment. Defrost raw products in suitable containers and position them so they cannot drip onto ready-to-eat food.
Any sink, surface or equipment used during a defrosting process should be cleaned and, where necessary, disinfected before it is used for other food preparation.
What about food after defrosting?
Once food has been defrosted, apply the time and storage controls in your documented safe method and any manufacturer instructions. FSA catering guidance advises using defrosted food within one day.
Do not create an informal cycle of thawing and refreezing food. Where food has been cooked after safe defrosting, any subsequent chilling or freezing should itself follow a safe documented process.
What if a freezer fails?
A freezer breakdown needs a food-safety decision, not just an engineering call. Assess how far food has defrosted, how long control may have been lost and whether it can be moved safely to working equipment.
Food that remains hard and frozen may be transferred promptly to suitable frozen storage. Food that has begun to thaw needs to be handled under an appropriate defrosting process. Products that cannot be shown to remain safe should not be served. Record the fault, the food decision and the corrective action.
Records that support freezing and defrosting controls
Records should be proportionate to the operation. The aim is to show that the business has a safe method and responds when something goes wrong rather than generating paperwork without purpose.
