Why commercial kitchens need an emergency food-safety plan
Power cuts, refrigeration breakdowns, loss of potable water and flooding can remove controls that a kitchen normally relies on. The business still has a responsibility to make sure food is safe, so the response should be based on the food-safety management system rather than simply waiting for services to return.
The priority is to stop unsafe food reaching customers, preserve temperature and traceability evidence where possible, decide whether safe operations can continue and document important decisions.
What should you do first during a power cut?
Identify which food-safety controls have been affected. Keep refrigerator and freezer doors closed as much as possible, record when the outage began if known and check reliable temperature information rather than repeatedly opening units.
The Food Standards Agency’s current emergency advice notes that a closed refrigerator can remain cold for a period after power is lost, but appliance performance and conditions vary. A commercial business should assess its own food, temperatures, duration and HACCP controls rather than treating a general household estimate as an automatic release rule.
Do not rely on appearance or smell to decide chilled-food safety
Potentially hazardous chilled food can become unsafe without obvious changes in smell, taste or appearance. Decisions should use available time and temperature evidence, product instructions and the business food-safety system.
Where safe history cannot be established, isolate the affected food while a competent decision is made. Do not reset a temperature display or discard useful records before the situation has been assessed.
What if a fridge or freezer fails but the rest of the kitchen has power?

What should happen during a loss of potable running water?
Safe food preparation depends on an adequate supply of potable water for activities such as handwashing, cleaning, food preparation and equipment. If the normal supply is interrupted, assess whether the business can still meet all hygiene requirements safely.
Do not assume that hand sanitiser, a small quantity of bottled water or removing one menu item automatically makes normal trading safe. Local circumstances and the nature of the operation matter. Where adequate potable water and essential hygiene facilities cannot be maintained, food preparation may need to stop and the business should follow advice from its water supplier and local authority.
Flooding creates a contamination risk as well as an operational problem
Flood water can contain sewage, animal waste, microorganisms and other contaminants. Food, packaging, food-contact items and equipment exposed to flood water should be treated as potentially contaminated and assessed accordingly.
FSA guidance specifically advises catering businesses affected by flooding to seek advice from their local authority food-safety team. Do not restart affected electrical or refrigeration equipment until it is safe to do so.
When should service stop?
Stop the affected process or service when the kitchen cannot maintain the controls needed to produce safe food. Examples may include inability to wash hands properly, unsafe water, loss of essential refrigeration with no safe alternative, contamination of food-preparation areas, inability to cook safely or insufficient lighting or equipment to operate hygienically.
A reduced menu or restricted operation can sometimes be appropriate if all relevant controls remain effective, but commercial pressure should not override the food-safety assessment.

How should a kitchen reopen after an outage?
Confirm that essential utilities, equipment and hygiene controls are working before normal food preparation resumes. Check refrigeration, potable water, handwashing, cleaning facilities, affected food, contamination risks and any equipment that required repair.
If flooding, contaminated water, prolonged loss of control or another serious incident occurred, follow local-authority or other competent advice before reopening where appropriate. Review the incident afterwards so the emergency plan improves rather than simply closing the record.
